Smyrna Development Updates

We have recently covered some big projects such as West Village, One Ivy Walk, Jonquil Village and Belmont Hills as they often garner a lot of attention. But as the City of Smyrna plans the future of Concord Road, two new smaller developments have sprung up.

Laurel Commons in Smyrna

Laurel Commons is situated on the northeast corner of Concord Road  and Dunton Avenue / King Springs Road and adjacent to the Laurel Hill townhomes. Laurel Commons is in a prime traffic location and is also helping to flow with the future Concord Road improvements. The 10,000 square feet office/retail development currently has some office space under lease on the second floor, but are looking for tenants for the 5,000 square feet of retail space on the street level, in particular hoping for a small diner or coffee shop to be situated on the end unit.

Across Dunton Avenue, is the Shoppes at Smyrna Heights, which is expected to be completed in August/September timeframe.

The Shoppes at Smyrna Heights is a 12,000 square foot retail center, which will hold seven different businesses. The plans currently call for restaurants at both ends of the retail center, with one restaurant to be opened by celebrity chef Marvin Woods and the other restaurant expected to include live entertainment. The retail center will also include a boutique wine, cheese and chocolate shop.

Don’t Get Burned by the HELOC Freeze

Several major lenders are freezing withdrawals from Home Equity Lines of Credit (HELOCs) – and I don’t want you to be caught off guard by this development.

HELOCs, though secured by your real estate, are treated by lenders as consumer credit. And just as a lender can revise the terms of your credit cards, or even cancel them, the same can be done with your HELOC.

Previously, HELOC withdrawals were usually only frozen for reasons such as bankruptcy, declining credit and payment problems.

While these events can still cause a freeze, there’s another factor that lenders are considering more often today: the value of your property. You should be aware that the lender retains the right to suspend or reduce the line of credit available if your property value falls below the appraised value used to originate the loan. Lenders are actively assessing properties and then suspending access for account holders who have seen a downward slide in their home value.

If you’re in a market that has seen real estate values decline, then access to your HELOC may be at risk. Your financial security and success are my highest priority. Please call me to discuss your options in this rapidly changing marketplace.

What’s the future of Jonquil Village and Belmont Hills?

Last week, the Georgia Supreme Court banned the use of school taxes in Atlanta’s Beltline project, which had been seeking financing through the popular TAD (tax allocation district) financing method. Essentially, a TAD establishes an area that qualifies for special financing. Within this area, the incremental taxes that are raised after redevelopment goes towards paying off bonds that were used to help finance the project. This is known as tax-increment financing or TIF.

Now living in the Smyrna Vinings area, you may not care a whole lot about the City of Atlanta and the Beltline project (although it is a really cool idea). But you should be aware that the City of Smyrna has long been a proponent of TADs and have been pursuing them for the redevelopment of Jonquil Plaza (to be named Jonquil Village)

Ultimately the TAD financing needed the approval of the Cobb County school board and the city and the school board have been fighting over this issue for a long time.

With the Supreme Court’s ruling, they’ve now taken the pressure off of the school boards. Since the school taxes make up the majority of property taxes, TAD financing is still possible, but certainly a lot less effective. Municipalities view TAD financing as a way to spur redevelopment in blighted areas that may take years to be redeveloped otherwise.

Under a typical scenario, a base is set which is the amount of property taxes currently generated on a property prior to redevelopment. Subsequent to the redevelopment the incremental property taxes (the new property taxes less the base amount) is used to pay off the bonds used to help finance the project. So everyone still receives the same amount of taxes they were receiving previously. Once the bonds are paid off, the schools, city and county governments get the full amount going forward.

If used properly, TAD financing projects are a win-win for everyone. The TAD projects not only turn blighted areas into vibrant areas that will generate more property taxes, but will also generate more sales tax which can be used for SPLOST projects. TAD financing has been around for a long time and is permitted in 49 states. Georgia was a little slower to understand the value of TAD financing, but has quickly seen the benefits of this form of financing. As comparison, the state of Georgia now has 27 TADs established versus the city of Chicago with 240!

With the Supreme Court decision, is TAD financing dead in Georgia. Not likely. Political pressure is already forming to revise the Georgia Constitution to allow school taxes to be used in future TADs. Expect to see a referendum on the ballot in November specifically allowing communities to include school taxes in TAD financing. If the legislation passes for the referendum, expect to hear a lot about this issue until November. You may be more inundated with TAD information than who’s going to be sitting in the White House.

As for the future of Jonquil Village and Belmont Hills? Jonquil Village has been moving along, with the initial demolition work completed and site work in process including the removal of dirt (has anyone noticed the caravan of dump trucks heading down to the future park on North Cooper Lake?) from the site to make way for the underground parking deck. Given that the project is already underway, I have no doubt that the city will use whatever means necessary to ensure it’s completion. As for Belmont Hills, expect further delays until the issue of TAD financing gets resolved.

Village Sushi & Gourmet

Village Sushi & Gourmet

We recently stopped by Village Sushi & Gourmet, located in the Smyrna Market Village, for a little dinner. The Village Sushi & Gourmet seems to keep a lower profile than some of the other restaurants in the Market Village. I’ve often found it to be a good spot for lunch, but thought we’d let the whole family test it out.

The Village Sushi & Gourmet offers a friendly and casual atmosphere with some outdoor seating overlooking the fountain area as well as plenty of spots inside. We decided to start the night out with some appetizers Spring Rolls, Shrimp Gyoza and Chicken Yakitori. All three were excellent choices to get us started, very fresh and flavorful. My kids wanted more.

For our entrees, my son picked the Smyrna Roll, my wife selected the Sushi combination which includes eight pieces of Nigiri sushi as well as a California roll, I opted for Rainbow Roll and the Crunch Roll. My daughter was the only one not going for the sushi and picked the Shrimp and Vegetable Tempura.

The sushi was phenomenal, very fresh and was gobbled up quickly. The Tempura was also nicely done and a hit with everyone. The wait staff was very attentive throughout the night and the whole family found it thoroughly enjoyable. Considering my son wanted to know when we were coming back, that ’s always a sign of a good restaurant.

So while the Village Sushi & Gourmet may seem to keep that lower profile, it may simply be that they know they have a great product and if you come in once, you’ll come back for more.

Another week and another bad photo. Oh, we also have a bonus feature this week, but first the picture. This one caught my eye because the house was built in 1968 and it looks like the picture was taken in 1968 as well. Hopefully, the home hasn’t been on the market for 40 years.
